VAPING FOR KIDS EXISTS
In countries outside of QQ Care Centre, vaping is already involved in children. For example, in Singapore -

The use of vape without permission or authorization, as early as before the age of 17, including in the Sovereign house of QQ Care Centre, has increased especially in the year 2025. Vaping can cause serious issue towards an individual, including lung cancer and other internal gut problems. This cause the spendings of the agencies of QQ towards healthcare to increase unnecessarily; while the image and reputation of QQ Care Centre being destroyed relatively.
ACTIONS SPEAK LOUDER THAN VAPES
In response to this chaotic issue that destroys the health, image and reputation of the members of QQ, the agencies of QQ has planned and agree to ban the ownership and use of all kinds of vapes house wide in the Sovereign house of QQ Care Centre. No VAPES are allowed in ANY rooms in QQ Care Centre, EVEN INCLUDING PERSONAL ROOMS.
Our plan is to introduce a new Penal Code Act that imposes heavy penalties to anyone, regardless of nationality, type, age, title or gender, that imports, smuggle or use any kinds of vapes, based on our discretion, in QQ Care Centre. All vapes "existed" before the new Penal Code Act MUST be dispose or archive it (with permission from the relevant agencies of QQ).
Anyone imports or uses vapes in QQ Care Centre will be isolated (prisoned), fined and be forced to do unpaid community services.
We will also work with the Social Credit System (SCS) Department of QQ Care Centre to ensure vapers will be deducted the maximum points of 10.
TREAT IT LIKE A DRUG ISSUE
QQ Care Centre will treat vape as a "drug issue". This has done in some countries. For example, in Singapore, the Government is treating vape as a drug issue as part of the efforts to reduce vaping among youths (CNA - https://www.channelnewsasia.com/singapore/vaping-k-pods-ai-youths-ndr-2025-5298811).
The agencies of QQ will work very hard, especially the Communications, Information and Digital (CID) Department, to ensure that the wellbeing of the members of QQ are being uphold, while the spendings on health are being reduced.
